World Bank Report quantifies Difficulty of Doing Business in Mexico
'Doing Business' in Mexico 2009 compares the ease of doing business across Mexico's 31 States, and the Federal District of Mexico City.
Aguascalientes was deemed to be the easiest place to conduct business in Mexico, on 4 criteria; Starting a business, dealing with construction permits, registering property, and enforcing contracts.
The Distrito Federal of Mexico City came dead last. Despite being the Capital of Mexico, it was deemed the most bureaucratic, slow, and inneficient place to do business. This has obvious implications for any ny company doing business in Mexico - avoid Mexico City.
The states of Chiapas and Zacateca were the 2nd and 3rd easiest places to do business in Mexico. While Baja California and Morelos came 31st and 30th, making these the 2nd and 3rd states most difficult to conduct business in.
